The Big Fix: financial benchmarks manipulation and antitrust enforcement

Huge amounts of money hinge critically upon financial indices. Recent market manipulation scandals, such as the LIBOR case, implicated some of the world’s largest banks and resulted in record-breaking fines. How are financial benchmarks set and how have they been manipulated?  Can banks unilaterally affect the indices or do they need to coordinate? To what extent can the risk of such conducts be addressed by reforming the benchmarks’ setting process? What role can antitrust (and regulation) play in this area? Miguel will provide an overview of the LIBOR case and discuss these and other issues related to antitrust enforcement in the financial sector.

Miguel de la Mano is an Executive Vice President at Compass Lexecon. Before joining Compass Lexecon, Miguel was Head of Economic Analysis and Evaluation at DG Internal Market. From October 2011 to May 2012, he served as Acting Chief Economist at the UK Competition Commission. He had been a member of the Chief Economist Team at DG Competition for several years and he was appointed Deputy Chief Economist in 2009. During his time with DG Competition, Miguel had been involved in dozens of in-depth merger and antitrust investigations, defended the European Commission in several court proceedings, and co-drafted guidelines on merger control, vertical and horizontal agreements (Article 101) as well as single firm conduct (Article 102). He holds a PhD in Economics from Oxford University (UK).

Refreshments will be provided at 12.30, the presentation will begin at 13.00 and will finish at 14:30.
